Backstory: Former member of the imperial bureaucracy until a rebel spy caught him embezzling funds. He has been blackmailed into switching sides, since it's not like it can get worse for him. His first assignment is to go check out possible rebel activity on Lothal . . .

I like the idea of the Rebellion using blackmail to get him to switch sides, reminds me of dirty CIA tricks, from an old spy movie.
